Research interests: understanding intergovernmental relations specifically within the contexts of resource/information sharing and homeland security/emergency management policy. Focus on the interactions between the American Indian system of Governance and the U.S. systems of governance. Department of Homeland Security Science and Technology Directorate Fellow: understanding the U.S. government's efforts to achieve a unified system of homeland security and emergency preparedness that is both effective and efficient for all levels of U.S. government as well as American Indian Tribes.
